Pakistan Environmental Crisis: Evaluating the Effectiveness of Legislative Reforms

Abstract

As compare to other developed countries Pakistan environmental conditions is most terrible and under great pressure and a big danger for human survival. Pakistan has not improved itself in term of environmental laws other than developing countries because it has inadequate sources but still on priority basis it has to resolve its environmental problems. For the same Pakistan has drafted many of its new laws with more additional strict provisions but necessary that they have make the current legislation on environment more effective in term of enforcement and stress on its implementation side. This article critically analyzes environmental legislation and policy in Pakistan and gave a detail overview of Pakistan Environmental Protection Act (PEPA 1997), its advantages and disadvantages, a detail overview of a number of subjects that have not been covered by PEPA as in most cases the law is weak at all and discussed the suggestion to make it more effective in the sense of its implementation. Pakistan has its many national legislation and also is signatory of many international conventions and treaties but these conventions and treaties only provide guidelines for protection of environment however it does not define the procedure to implement. At the end concluding remarks and suggestions are discussed regarding PEPA in detail, which may help to improve the law and state of environment in the country.
