This study analyses the competence of the Administration Department as an HRM function in the public sector, focusing on the Punjab Agriculture Department in Pakistan. The research explores the possibility of transforming the existing administrative practices into High Performance Works Systems (HPWS) to improve the employee engagement and organizational performance. Using quantitative data from 200 gazetted and non-gazetted employees, it identifies the gap areas of HRM practices to date, investigates the mediating impact of employee engagement, and ascertains whether leadership style provides moderation.
Findings highlighted a very high positive correlation of HPWS to organizational performance significantly mediated by the employee engagement factors, and on the other hand, structural as well as cultural barriers are moderating the impact of leadership styles. The research is focusing on the need for adopting modern HPW systems, employee engagement, and leadership and bureaucratic challenges to achieve optimal performance. These insights are actionable recommendations for policymakers and administrators to modernize HRM frameworks and align public sector goals with sustainable development objectives.
